Quality Educators

ducation International (EI) and Oxfam NOVIB (ON) initiated the Quality Educators Project that aims at addressing key challenges affecting the education sector namely; quality and shortage of teachers.

Whereas this project is being piloted in other countries such as Mali in West Africa, the Uganda project is managed by a partnership of local civil society agencies {the initiative team} comprising; the Uganda National Teachers’ Union (UNATU), Forum for African Women Educationalists- Uganda Chapter (FAWEU) and Literacy and Adult Basic Education (LABE).

The Initiative Team of civil society agencies will work in close collaboration with the Ministry of Education & Sports, particularly the Department of Teacher & Instructor Education and Training, the Directorate of Education Standards (DES), the National Curriculum Development Centre (NCDC) and Kyambogo University. These will provide technical and professional support and guidance on the project implementation.

The overall project purpose in Uganda is to respond to the provision of quality Public education with a focus on teacher support and professional development. This is geared towards filling the felt gap of availability, equitable distribution and retention of especially qualified teachers.

The initial focus of the project is Northern Uganda in the districts of Gulu, Pader, Amolatar and Apac which are part of the war affected districts. As a component of the activities to mobilize key stakeholders and disseminate and popularize the project, the steering committee (initiative team and the Ministry of Education partners) organized the Quality Educators Project launch that took place on the 8 th July 2010 at Hotel Africana. The launch was presided over by the Honourable Minister for Education and Sports Hon: Namirembe. G, Bitamazire, and the theme for the launch was; “Quality Teachers for Quality Education”.

Participants included representatives from the Ministry of Education & Sports, line, Line Ministries, Development Partners, Civil Society Organizations, district leaders from the above target districts and the Initiative team.

The launch of this project will kick start activities including studies by the selected experts on life skills curriculum and primary teacher competence profile. It is planned that the final report will be presented to the Ministry of Education and Sports during a national launch to be held at the end of this year.
